So say I buy a mac this summer, move all my files on it and get everything set up. Then Snow Leopard comes out and I update. Will this clear off my hard drive or will all my files stay on? If it does format the computer, will time machine put everything back on?
 
You can clean install and restore data from Time Machine backup. Or you can archive install which will just upgrade your OS leaving your data and applications in place.
 
Do you really think OSX doesn't have an "upgrade" option to choose from...

When installed Snow Leopard you can choose to upgrade, thus keep all your files, applications, user preferences and network settings safe.
