I have a family member who wants to upgrade from an iPhone 6s to maybe an iPhone 14 (w/esim).

He uses a ATT Pay as you go plan, which I’m not even sure they offer anymore. But he wants to keep that plan. Another situation is the 6s, no longer holds a charge. But he has a backup on the Mac.

Can he get the new iPhone and activate it without the old Sim (since that 6s is out) - and will the pay as you go plan transfer over?

He should look here, and select "Bring a new device to existing line." And here is the info on AT&T prepaid esim. Not sure if "prepaid" is the same as "pay as you go" at ATT, but these terms can be used interchangeably at numerous carriers.
 
Yes AT&T still has prepaid plans. I use one.

You don’t need to have a SIM card (or eSIM) or active cellular account to set up a new iPhone.
 
For a plan he has had since the 6S do you not think calling the carrier to ask is a WAY better use of resources then asking people on here who id be sure hardly anyone here would still have such a old plan??
 
Anyone can start an AT&T prepaid plan today. It’s not an “old” plan.
The one they have is a pay as you go, so now that would be pre paid but unless anyone is still on that actual plan from all those years ago, no one here can say if that plan can be transferred, We ALL know carriers look for ways to knock people off old plans. Its best they just call AT&T and ask vs anyone assuming they know for 100%.
