Woah. AT&T says my upgrade is $36. Text *639#. Is it the same for you guys?

I bought the Iphone 4 weeks after launch.

I hear some people have success calling AT&T to waive the fee.

I never bothered at $18, but at $36 I definitely will try.

I hear you.
Its a nonsense fee IMO.
I usually just call them and have them remove it.

Why would they remove it after I have upgraded though as in they got my cash already. What do I blackmail them with, leaving? lol

They usually add it on your bill so when your monthly statement comes in you just call them and ask nicely if they can remove that charge from your account.
I been doing it for years and never paid it once.

Generally speaking to any businessess retention team gets you better deals. I always do this with my broadband provider and sky ! And yes I talk about moving to a competitor to try and lever them into retaining me as a customer.

You don't get if you don't ask.
