I am just about to upgrade my apple 4 8gb to a 32gb 4s. I have been using the 4 for some time now but find it is to restrictive and will not respond to cloud and my new iPad 4 among other things. My question is when I get the new phone Which will be in a week or two, is it just a case of inserting my sim card from the 4, and will the phone respond to all my settings or do I have to make some changes if so what? Hope there is someone out there who has had to do this and can put me on the right track.

it startup for the first time(after you inserted the SIM) it will ask you if you want it to setup new or from backup, just connect it to your mac and it should do it automatically.(or PC)

As justperry said, you can restore the 4S from a backup of your iPhone 4 and all your settings/contacts/apps/etc will be intact. Just make a backup of the 4 (in iTunes) beforehand, and you'll be good to go.
