I seem to be in a rut. Today I picked up an IP14 Pro and elected to NOT transfer pervious phone apps. Got so many garbage apps I thought I would be better off with a fresh install of the Apps I really use. This. turned into a big chore so I would like to go back and transfer all the previous apps and start over deleting the ones I don't ever use.

If I go into General on the new phone and select "Transfer or Reset iPhone", I get 2 options, "Reset" or Erase All Content and Settings".

IF I click on Reset, would that reset my new IP14 and then offer to transfer my old data? "Erase All Content and Settings" sounds like I'm trying to wipe the phone to give to someone else. I should note that I've had all the previous phones and just transferred the Apps and setting to the newer model.

If you reset, it just resets the settings of your device. If you do the Erase all content and settings, you will then also be asked if you want to remove esim or retain esim and start fresh. You'd want to select the one that says to keep the esim intact.
