I have a 2014 MacBook Pro running 10.9.x Mavericks that I want to upgrade to Mojave. Since Mojave requires a APFS hard drive and my Mavericks is running HFS, how best can I accomplish this upgrade?

Here are Apple's instructions on how to upgrade.

Don't forget to make a backup before any macOS installation. The Mojave installer will automatically convert your drive to APFS when it is run.

Thank you CoastalOR. When I tried to install Mojave I received a notice stating that the volume was not formatted for apfs.
 
Are you running the Mojave installer, while booted to your Mavericks system?
Or, are you booted to an external USB Mojave installer?
The Mojave installer will automatically convert the HFS+ drive to APFS during the install. I am pretty sure that you need to be booted to the Mojave installer, not just running the installer app.
Do you need help with making a bootable USB installer?

Just for information. Although not what Apple advises, it is possible to install Mojave in an external APFS volume and clone it back to a main inner drive kept in HFS+.
To get updates from Apple it must be (whenever necessary) cloned back to APFS but once updated it can be again cloned to the HFS+ main inner drive.
Updates not from Apple, for instance for Microsoft Office can continue to be installed AFAIK in spite of keeping HFS+ but I cannot rule out that some application I do not use might not update...
I did it in this way because I wanted to keep using some applications unfortunately not working with APFS.
Of course I do not tell you to do so but just to let you know that it is possible to have Mojave and keep HFS+.

Thank you all for your help. I ending up installing High Sierra which then converted the drive to APFS and then installed Mojave. Cheers!
