I have a jailbroken 3Gs that is unlocked and running 4.0.1 with baseband 05.13.04

1. What is the highest iOS version I can bring it to without upgrading the baseband?

2. Can someone point me to a tutorial that will help me to upgrade from 4.0.1 to 4.3.x?

In order not to upgrade the baseband you have to restore/upgrade to a custom JB ipsw using pwnage tool or snowbreeze.
Open cydia and see if you have shsh blobs available and for what firmware versions.
 
1st for the millionth time you can not upgrade to anything but signed firmware without shsh blobs right now that's 4.3.5 . check with tinyumbrella and get back to us.

then you can upgrade from 4.1 to 4.3.5 a tethered JB 4.3.4 or 4.3.3 can't be installed. I'd wait till 5.0 is official but here are the step since I know it's difficult to find.

So you are saying that you can preserve the existing BB instead of updating it to the iPad one by using custom firmware as long as blob files are saved for certain FW?
