Upgrade Swap from preorder on Apple?

Ok i no there a billion threads on this but this wasnt in the guide. If I preorder using another line on Apple.com doesnt that mean I would have to activate the data plan when I buy it? I remember having to select a plan with my 3GS. How would this work?
