Upgrade to Catalina from what Mohave / High Sierra volumes?

I have three boot volumes:

(1) Internal Macintosh HD in Mac OS Extended - High Sierra,
(2) External SSD #1 in APFS partition - Mojave, and
(3) External SSD #2 in Mac OS Extended partition - Mojave.

I Want to upgrade one of them to Catalina, which one to pick? I have tried to upgrade SSD#2, but it requires erase the volume. Any suggestions?
