Upgraded to 11.1 and Notes Not Syncing

Anyone else experiencing this? I have toggled the notes slider for both MBP and iPhone, turned off iCloud on both, restarted, still no luck.

Is this a known issue?

This hasn't happened to me under 11.1, which I just installed last night, but when this happened in previous versions, making a minor change to a note would trigger a fresh sync. Not sure why it happens, but I suspect it has to do with the internet connection and/or devices being offline/online.
