upgraded to 22h2. machine keeps turning back on after i shut it

i've tried everything (power profile, etc.) and i can't get this machine to shut off permanently.
shut it off and 20 seconds latter it reboots.

help.
 
sorry. this was a windows 11 question. resolved by turn off "fast start"
