If I buy a 13" Macbookpro from another site, can I bring it in to the Apple store and have them upgrade the hard drive and memory? I wanted to upgrade the 500 GB hard drive and the 8GB memory found with the 15" and 17" inch models. Would these upgrades fit in the 13" model?

Yes you can if you refer to the 'classic' MBP not the Retina (if it has a built in DVD drive it's a classic) and it's a very easy, you can do it yourself if you know how to use a screwdriver.
 
Check out ifixit.

Now all you need are the right tools and you can upgrade the HDD and RAM yourself. I suggest looking into a SSD, it'll really breathe new life into your computer.
 
The Retina's RAM is soldered in.

Go to You Tube and search for some video to see if you're mechanically skilled to swap the SSD.
