Upgrading Another Line

Hi Guys,

Say I have two iPhone lines on my family talk account. For whatever reason my line is no longer eligible to upgrade but my sisters is. She isn't going to be getting the new iPhone though.

So my question is: Can I use my sisters upgrade eligibility but actually have them activate the service with my line? Or could I have them activate it on my sisters line and then just have her put the new SIM in her iPhone and then I would put the SIM from my old iPhone in the 3G iPhone.
