Upgrading data plan to my iPad

If I buy an unlimited verizon account from someone I know... It is just unlimited on a mifi... Can I use my iPad as the device on the account instead of the mifi? I know it will be $60 a month for the account. Or can I at least buy a used 4g mifi and use that instead of the 3G mifi.
