Two phones on a family plan; a 4 and a 3G. The 4 is eligible for upgrade, the 3G is not (the person who uses that phone upgraded an older phone recently and then inherited the 3G, so is still outside of an upgrade). They want to upgrade the 4 to a new 4S, but transfer the number from the 3G to 4S. Can this be done at a retailer, or is it something you must do yourself? In other words, is this even possible for someone who isn't comfortable cutting a sim card? And if a retailer can do it, will they do it on a phone that you pre-ordered and then brought to Apple or AT&T? Or will they only do it if you buy it in that particular store?

I know this is probably a question to ask AT&T, but for some reason it's hard to get through today. :D
