Upgrading to Mavericks without Apple ID?

Hey guys, I've got a 2011 MacBook Air, but I'm from Serbia, where you can't get an Apple ID. Without Apple ID I can't log in to iTunes Store, which is normally fine, but I don't know how to upgrade to Mavericks without Apple ID.

I hope this is possible, any ideas?

Use a VPN to pretend you are somewhere you can get an Apple ID?
