I have the 'old' 4K appleTV, and am about to get the new version.

Of course I have it all set up as I like, with apps installed etc... but is there a way to carry forward this to the new one?

Strikes me that its not the same at all as the iPhone and iPad etc...

Will I have to set the whole thing up again as new?
 
I believe it's the "One Home Screen" setting - previously called Home Screen Sync. Under settings, Users & Accounts, then click on your default user - should be on that page.

Also, one of the reviews I saw said that you hold your iPhone near the new Apple TV after you power it on and you'll be prompted to do an express setup on your iPhone.

@fischersd is correct. Turn on the One Home Screen option in the settings and the new Apple TV will automatically install the apps that are one the present one. And you can set up the new Apple TV by using your iPhone/iPad. During the set up process a screen will ask you if you want to set up using a device or manually. Choose "device" and follow the on screen instructions.

Something to keep in mind, though, is that One Home Screen does not sync settings to the cloud. So you will still need to change things to how you like in Settings, and log into any streaming apps and TV anywhere apps.
