can you get the lower mac pro and upgrade the video to 512 and up the cpu to 2.5?

Nope... but those are the only two differences between the Base and Mid MBPs other than the extra 50GB of HD space. If you want the faster CPU and GPU, you might as well just get the mid-range one for $2,499
