Uploading documents to safari

A family member has created a CV on Pages, is there anyway he can upload it the the job application on the website?

The iPad is the only computer available to him.

Given the iOS has no file system, I don't think safari can navigate to where the resume is saved on the iPad. Have him go to a library where he can use a public computer to upload his resume.
