URGENT: can I "add a line" and "buy full price" at APPLE store?

my niece is on line while i am at work...she said "a mean lady" who works there said that she "may not be able to add a line, and she absolutely CANNOT by one at full price...WTF????

Is any of this true at Apple stores??? She is at the one in Woodcliff Lakes ,NJ
