Urgent: Wifi not working unless I switch to edited location?

Hi,

When I am logging onto my home wifi or cellular hotspot I have to switch from automatic to new location setting in network prefs. My home wifi will not work unless in "automatic" mode unless I switch to a new location i just created. If I want to connect to my hotspot on phone I then have to switch back to automatic. Is there a way to reset my network settings in Catalina? I had this problem coming from Mojave and did not do a clean install.

I had personal vpn app that may have messed with my settings even after uninstalling. For some reason my wifi would only work if I had the vpn on. It would not connect if VPN app was off.

You can reset the network configurations by deleting the corresponding files from /Library/Preferences/SystemConfiguration/
