US iPad4 slow charging in UK

Can anyone help me please

My brother in law purchased a iPad 4 in US but charging very slow like 10% an hour or less, I had ordered a UK 12w plug but get exact slowness

I can't remember how long it took my 3rd gen to charge, but I know it was like forever because of the mahoooosive battery.

iOS devices don't have region specific internal power circuitry.

Was that "12W' charger the original Apple charger?

Try going through several charge-uncharge circuits, trying another charger and doing a hard reset (as a last resort, after backing up and making sure you don't mind iOS 7).

I did some sleep+home button couple times before draining the battery to 10% then charging, my sister used the US adapter and replaced the 3 plug pin to see if their any change but she said it was still charging slow.

My sister iPad is ios 6

Ive just bought an Ipad 4 16gb. It came with only 4% charge. I have plugged into the wall socket charger 12w, it has taken 30 hours to reach 100% !!!
Ill try a reset and let ya know how it behaves.
