The logic board on my US spec 2011 MBP needed to be replaced here in Japan. Functionally the system is fine but when I went to do a clean install of OS X Lion, it picked Japanese as the language even though it recognized the keyboard as US...couldn't find a way to change it. Good thing I know the process by heart. lol

Now for the real reason I'm posting. I got everything in the system switched over to English but my login screen is still in Japanese.

I would assume this is because the settings in Sys Pref only applies to my account. How do I change the language for the entire system?

You do a fresh install and pic the default language. Tbh I wouldn't bother lol
