iPad mini USA: Can I buy an unlocked iPad mini with Retina display?

Hi guys, I'm gonna buy a new iPad mini with Retina display in wifi + cellular version but I noticed that on the store online (http://store.apple.com/us/buy-ipad/ipad-mini-retina) Apple sells only with carrier (AT&T, T-Mobile, etc.) but I need an unlocked version to use in Italy.
Where can I buy the unlocked version?

It comes unlocked, just swap your sim in
