Usable space on 64gb?

Mine shows a capacity of 56.75gb when it should be something like 60gb? 64 billion bytes = 59.6gb in binary.

My other is 1.32gb but that counts within the capacity, meaning that if I add up Audio + Photo + Apps + Other, it still adds up to 56.75gb.

I thought the OS was included in "Other", but does the OS take up more storage which isn't shown?
