Does it matter to get a USB C hub for Macbook Air with "60Hz" refresh rate? I found one which is 30Hz but wanted to know if it can affect the experience. I mostly watch movies and do some light editing.

I intend to connect the Macbook to a 4K monitor with 60Hz refresh rate and a TV with 120Hz refresh rate.
 
Personally I find 30Hz refresh distracting since I can notice mouse movement hickups. I really try hard to keep my monitors at 60Hz. And since the cost difference will likely be small, I would get 60Hz one...

Does it make a difference when it comes to watching movies or editing videos?
Is the only issue with 30Hz mouse movement hiccups?
 
No difference for movies, they are 30Hz or less. Editing videos, not sure, but you will be interacting with mouse much more.
I really do not like UI when running only 30Hz --- and larger the screen, bigger issue I have with it. We have 60inch TV with our mini and mouse movements are clearly jumpy and annoying. With 24 inch monitor with other mini it is much less distracting, but since I use mouse much more, still visible and annoying. 60Hz is much better - which does not mean 30Hz is not usable. But since the cost difference must be only few $, if you are buying new stuff, get better one.

If you opt for a 30Hz adapter you'll probably want to change the refresh rate to 24Hz when watching movies or the stutter should be noticeable. Stretching 24fps onto 30Hz means 6 frames will be shown for twice the amount of time.

Managing a UI in 30Hz is kind of not nice in my opinion. I wouldn't endure it.

30Hz isn't ideal. I have to use it if I want to connect a laptop/computer via HDMI to my Ultrawide monitor (rather than displayport) and it makes everything look a bit juddery. You should definitely get the 60Hz one if it's an option.
