I go with the EU trying to reduce the the production of products no one needs. But Ithink that the EU has it wrong by trying to dictate the connector on the side of the phone. Unless all devices switch to wireless charging there will always be the need to use a cable. Cables break and are replaced more often than the charger itself. So there will always be a need to produce a lot of them no matter wich connectors are on their ends and they don't use as much raw materials as their big broter, the charger itself. So in my opinion it would be wiser do define a standard on how the power is delivered by the charger - could be USB-C - and the smartphone manufacturer can choose where to go from there - like USB-C to lightning.
