I'm using a MacBook with a Thunderbolt dock (CalDigit TS3 Plus) and have a TV that only has HDMI ports (LG UN7000PUB). I use an Anker USB-C to HDMI cable to connect to the TV. My problem is that my MacBook still outputs to the TV when it's off. I suppose it's because the cable is "active" and therefore always converting the signal — but feel free to correct me if I'm wrong.
PS: I also tried a passive DisplayPort to HDMI cable, but it only goes up to 4K30 and has a lot of latency.
