You won't be able to send video to the display over a standard USB cable, even if you use a USB-C adapter. The display would have HDMI, DisplayPort, or something else on it, which is what you'd use to connect to your computer. None of these ports will power your computer, so you'd have to do that a different way.

No, USB 3.0, in a non USB-C form, does not support video and does not provide power at the levels that a USB-C device would need.
