Is it faster to transfer files from USB c to USB C than from USB C to USB 3?

Also if you have to go from C to 3 does it make a difference if you have a C-C cable and use a C-to-3 Dongle or better to have a C-3 Cable and don't have a diongle in between. Technically the transfer speed is the same right?
 
USB Type-C is a connector type, just as USB Type-A is a connector type.

USB 3 is a data transmission protocol, and had had a couple of revisions expanding capabilities and speeds.

If you have a USB 3.1 cable, it doesn't matter if it uses Type-A or Type-C connectors, it will support the same speeds.

Be cautious selecting USB Type-C cables though, some only support USB 2.0 speeds -- this is often found with power cords such as what Apple ships.
