If you can find a USB - SATA dock you should be able to read/write to the SSD just like any HD. If so, you should be able to erase/format it.

It would work regardless of being an SSD or HDD, as only the interface/connector matters, and with HDDs and SSDs it is the same, namely an S-ATA interface. Docks can be had for 20 to 30 €, enclosures for 2.5" S-ATA HDDs/SSDs with an USB interface can be had for 10 €.
