The USB cord that came with the iPad seems to be of lately, unresponsive. It does not do anything when plugged in, nor computer or wall. It also doesn't respond to any iPods or iPhones when plugged in.

What could be the cause of this? and is there anyway to fix it?

Take it back. It's broken. Don't know if there's anything you can do aside from using a meter to check the connections on both ends. But if you aren't an electrician, I'd just say take it back for replacement.
 
Just take it back to the Apple store. They'll test it and give you a new one right away. Had the same thing happen to me within 2 months of getting my iPhone, they had no issues replacing it.
