USB Devices disabled

I need help, Why would I receive a message, "USB Devices Disabled" (Unplug the device using too much power to re-enable USB devices). I'm not sure how to fix this and it happens in both USB ports. I can't plug my phone in to charge it. Anyone have suggestions. I need help.
