We assigned a old MacBook Air (13-inch, Mid 2013; macOS High Sierra Version 10.13.6) to a user and bought a new USB3.0 3Port Hub with Gigabit Ethernet Adapter from taobao. When it wake up from sleep mode, can't find the usb Ethernet. User need to re-plug it to restore network. But the mouse which is conntected on this usb hub has no problem after wake up from sleep mode.

Another user who is using MacBook Pro (Retina, 13-nch, Late 2013) can use this USB3.0 3Port Hub with Gigabit Ethernet Adapter normally.

After searched on Internet, turn off sleep mode won't solve the problem.

Since MacBook Air (13-inch, Mid 2013) has one thunderbolt port, it uses thunderbolt to hdmi adapter to connect External LCD mon.

For the above case, should we buy a thunderbolt to ethernet officialy from Apple? If can, then we may buy a usb to hdmi adapter to replace thunderbolt to hdmi adapter.

or just buy a USB to Ethernet officially from Apple. Keep to use old thunderbolt to hdmi cable.

Will it solve this issue perfectly? Please advise.

I cannot advise about any USB-->HDMI adapter, but I use and love the Apple Thunderbolt-->Gigabit Ethernet adapter. It just works, and is even recognized during an OS install. I also own, and have used, Plugable USB-->Gigabit Ethernet adapters. The Plugable requires a Plugable driver, but I understand some newer ones are recognized without a separate driver. The Plugable adapter works fine but runs hot. I get better performance over the local network with the Apple adapter.

Finally, I bought another USB->Ethernet adpater (not from Apple) with mac driver included. We installed driver directly and the problem is solved now. Thanks.
