USB Flash Drive Locked?

I have a generic brand USB flash drive that is read only on my MBP. I tried it on a window machine and it seems fine (read/write/format). I formatted it to FAT32 in Windows XP and added data, the Mac can read with no problems but cannot write. Disk Utility will not partition or format, the device appears locked on the Mac.

Has anyone run into this? Any solution?
