USB keyboard not working?

I am using a Corsair K70 RGB keyboard. At the boot screen on my 2019 iMac the keyboard doesn't work. Some keys do and some don't. If I plug in the Apple keyboard that came with the iMac also doesn't work - until I unplug the Corsair keyboard, then the Apple keyboard works.

The same Corsair keyboard works fine on my macBook 2019, iMac 2012/2011 machines. Any ideas?

Google says FileVault use to cause this, but I thought this was fixed?
