Has anyone experienced the USB-LAN adapter being picky about the network equipment it's connected to?

Here's the situation: I do support for a large corporation. I have a user in one of the oldest buildings on our site (also with some of the oldest network equipment, I think a Cisco 4006 switch?). This user has a MBA, his MBA won't connect to the network with a cable and the USB-LAN adapter while my MBP (work-issued early 2011 13", not the 15" in my sig) can connect just fine using the on-board LAN connection. I have also tested a rMBP on a different known-working drop using a different USB-LAN adapter (no connection) and another MBA with the same USB-LAN adapter as the rMBP (also no connection, this one we know works in other buildings on the site).

The current theory is that the adapter is not properly negotiating the link speed and duplex level with the switch. I did try setting the adapter to 10 Mbps half-duplex using the OS X network configuration utility. All Macs tested are running Mavericks. Has anyone seen this? I won't be able to try anything Monday as the user and I are both taking the day off (coincidence only). Thx for any ideas.
