USB organize

I have a client who just got a new IMac, beautiful machine. He can sort his folders and organize them to his liking on his USB drive but when he reopens the USB drive they are always back to the way they were. He doesn't like the OS folder sort options and he can do this on any folder on the iMac itself but on his USB drive it will not stay the way he organized it. Is that an OS feature, :), not being able to organize the USB drive?
