USB power supplied wattage ?

I've been having issues with my iPad Air of late.. When plugged into USB on my MBA (2017) it doesn't charge "Not charging" appears. however there is enough connection to restore IOS on iPad just fine..

However, when i connect iPad Air using USB port on power strip ( i have those two usb integrated into power board), the iPad charges fine, using same cable..

From what's i've read, they the iPad Air outputs 10w compared to 5w for iPhone 6s Plus. (which is probably why Apple bundles it's own separate wattage cable for in the box for iPad)

However, this doesn't add up, because there people would be charging their iPad via Mac's as well...

I'm getting two USB to lightening cables from Apple next week, but how can this be a cable issue if it charges fine from USB hub (power strip) ? Must be a mac issue yes?? I've done PRAM/SMC reset and didn't help

iPhone charges from from Mac,, its only iPad. I was under impression all USB ports output the same W... (except USB-C is 10w)
