USB thumb driver slower then HD

Why does it take 15 secs to copy a 400 MB file onto my portable usb 2.0 500 GB hard drive and 1 min to copy the same file to my usb 2.0 thumb drive?
 
Because rarely do the thumb drives fully support USB 2.0, nor do they have any cache, whereas HDs have cache to keep transfer rates up.
