Is-it good if I use 2 TM ? On my iMac (with BS 11.6), I use TM on inside hdd(24H/24) and on another drive (an external SSD drive) once per week.
Because this second (external) is hard for me to manipulate, and sometimes it's falling on the floor !
 
Seems to me that if you're going to use tm (I don't use it), it should be on a drive that's left connected to the Mac all the time.

If you want a "second backup", I'd suggest you try either CarbonCopyCloner or SuperDuper.
These create cloned backups, and you don't need to keep them connected all the time.
Just connect when doing a backup, then disconnect and store it in a safe place.

You can run two Time Machines at the same time with no problem. But tell us about the internal HDD. Is it the same as the boot drive? If so, it's not really a backup for a failing HD. It only protects you from accidental file deletion.
