Use 3G while on wifi?

I have a wireless network that is not connected to the Internet. I use a netgear router to create it so I can control my apple tv with the remote app from my iPhone. I know they both have to be on the network for it to control the apple tv but when I connect the phone to the network the router makes, it no longer can surf the web. Is there something I can do to stay connected to the wireless network but use the cellular data for surfing

There is no legitimate way to do what you described. You can look around for a method for performing the task once your iPhone is jailbroken, but I don't think you will find much luck there.
