Is there some add on or some option that I have missed to where I can use an on screen gesture to bring up the multitasking bar?
 
Follow these at options....

At anywhere >>>> swipe from bottom >>>> show application switcher.

Those are the options I think you want!

Thanks, I just didn't know what apple called it...I was expecting to see multitasking in the title

Download Zephyr.

Exactly, if you think there is a slight delay on Zephyr appswitcher is even worse
 
I just use Activator for my swiping gestures. On the homescreen, I have swipe up from bottom left, center, and right to open up multitasking bar.

When I'm in an application, I only have swipe up from the left and right side of the bottom of the screen to bring up multitasking bar. Swiping up from the bottom center of the screen in an application, closes the app (similutes press of home button).

Been really happy with these settings so far.
