Use both DVD drives in Mac Pro

I have 2 DVD-RW drives in my Mac Pro.

I want to use both drives at the same time (Watch DVD on one, burn DVD on another)

I have found that when burning first using Toast, I cannot watch a DVD on the other drive.

However, the other way around, when using DVD Player first, then invoking Toast, that works.

Is this a Toast issue taking over the drives?
