use external drive as TM, thats connected to another mac?

Hello,

i was just wondering if theirs a way of using an external drive that i have connected to my mac mini, as a back TM for devices on the network ?

for eg, i can access them via file sharing from other devices, but can't seem to find a way of using it a backup source for devices on the network ?

Yes, but you will need to install OS X Server on the Mini.

thankyou. does this mean the Mac mini will never sleep if I have the server running do you know ?

Correct, that would be the ideal setup. Just leave the Mini on 24/7 like you would a server.
