Use fn key for only some of the function keys

I would like for some of the top-row keys to work as function keys (F1, F2, etc), and others to work as specialized keys (volume, brightness). I realize I can toggle the "require 'fn' key" preference for all of them, but I would like to be able to set the default for each one.

Is there any way to do this, perhaps with a key remapper? (I haven't seen one that specifically controls function-vs-specialized keys.)

I'm running Lion on a Mid-2011 MBA.
