What about airdrop etc? There has to be a universal setting like all the other folders when iCloud Drive is enabled right?The download location can be set in Safari > Settings > General. Choose any destination you want. If you use other browsers, set their download locations too.
From a quick test, that is not right. Airdrop continues to use ~/DownloadsSafari is the "system" browser so I think it's setting controls all system downloads. You'll have to experiment.

You might want to think twice before wishing this. I suggest, you really don't want large downloads (e.g. a Movie or a large app) being immediately uploaded to iCloud.Any way to set macOS to use the iCloud download folder like iOS rather than the default local downloads folder?
