Just wondering I bought a iPhone 5c it has a good imei but is icloud locked. Is there any way to fix this so the phone can be used?

Stay away UNLESS its comes icloud unlocked. If its a legit sale, the seller will erase it from their icloud (they may just not know enough to do it before selling). If they hum and haw, its stolen.
 
This happened to me. I contacted the eBay seller and I gave him the link to ATT's website where he could submit an unlock. After that I gave him instructions on how to disable iCloud lock by removing it from find my iPhone through iCloud.com. If they are not willing to do that then the phone is most likely stolen and you need to file a complaint.
