With those prices on eBay, it really makes no sense to buy anything other than a brand new iPhone 11 at $699? Is this a correct line of thinking? It is odd that the XR prices are still hovering around $500 considering you can buy a new one for $599 now.

Some people pay using different methods. Carrier's do not take paypal but ebay does. So paying "more" on there to use the pay method you want makes sense. And some people do not purchase straight from carriers due to activation fees and other fees.
 
I'm having a hard time selling my XS Max for $699 on Swappa. Maybe I should check out eBay, as that's a lot more money.
 
I sold my XS Max 256gb for $800 locally. I was happy with that price and I was able to get an 11 Pro Max 256gb with Apple Employee discount for $1018 after tax!
 
I sold my XR 64GB for $515 on Swappa the day after the new iPhones launched. It sold in less than an hour.
I guess $515 total shipped for a like-new old one is better than $600 plus tax for a new one to some people.
