Ok here is what I discovered. When you are under the user accounts preference pane you can right click a user and select advanced options. The first line is User Id: XXX. You can enter 0 to make this account a superuser. Gives full root privilege, BUT I want all my other accounts to act just like my main account. When I changed one of these to superuser I got the spotlight back in the top right corner and I could drag and move files around. I just want to know if anybody else has some insight on what is going on here. I have only 2 accounts where I can do what I want. Any account created after that is sorta like a guest account.
